For Stronghold, Inc., it is important to ensure it can effectively pursue its mission—"to operate the mountain property for the public’s enjoyment and education in an appreciation of natural beauty”—without regulatory overreach. The Maryland Department of Planning has noted that the county must partner with Stronghold.

 

For all residents, the County should not preclude future economic opportunities in the Interstate Corridor, as set forth in Livable Frederick. In addition, some uses, including opportunities for additional outdoor sports recreational facilities for County residents (including ballfields), should not be banned from the region.

 

Frederick County should revisit key elements of the plan, including the RC zoning recommendations and the overlay, and should consider other ways to conform the draft to the needs of affected property owners and to the goals and guidance of Livable Frederick.
